14.CLOSED MEETING
The purpose of the closed meeting is to: 1) discuss the award of a public contract involving the expenditure of public funds, including interviews of bidders or offerors, and discussion of the terms or scope of such contact, where such discussion in an open session would adversely affect the bargaining position or negotiating strategy of the public body. Specifically, offerors received in response to the RFP for a nutrient mitigation and ecosystem bank, contract, cost and scope will be discussed; 2) consultation with legal counsel employed or retained by a public body regarding specific legal matters requiring the provision of legal advice by such counsel. Specifically, Council will receive legal advice concerning the creation and maintenance of a Nutrient Mitigation Bank.
